States 'this paper does not lie within my competence', and recommends that [George Edward] Briggs would be more suitable. Comments that the paper is poorly written and some figures are not necessary. Due to lack of expertise, is unsure whether the paper is suitable for the Proceedings [of the Royal Society], and asks for his feedback to be passed to a more qualified referee, if appropriate.
