Description

Recommended for publication in the 'Philosophical Transactions of the Royal Society'. Has not had time to read the paper thoroughly. Owing to the author's poor state of health, the paper is fragmentary. Usually the paper would be referred back to the author for revision, but as stated above regarding the health of the author, is willing to recommend the paper be printed as it stands, with the addition of some explanatory notes. Is willing to prepare such notes for inclusion, and can only apologise that there hasn't been time to prepare these before returning the paper.
