Not recommended for publication in the 'Philosophical Transactions of the Royal Society', although the paper is well worthy of publication. Was asked to encourage the author to print it elsewhere, in which he has been successful, and has such been allowed to withdraw the paper, but without the leave of the Committee. Begs 'leave to apply to the Committee for a vote of impunity [?]'.
