Description

As the paper is of a more elementary nature, and is the second part of another paper already published in the Proceedings, the Committee suggests the current paper also be published in the Proceedings. If the paper could be printed in that manner, asks the author to request to withdraw the paper, and it will be returned to him before the next Council meeting. The paper has not been deemed unsuitable for publication, 'it is only a question of form'.
