Recommended for publication in the 'Philosophical Transactions of the Royal Society'. The paper is a continuation of a series, without which the paper would not be recommended for publication. As the conclusions reached by the author are at odds with the conclusions reached by the referee, there is a conflict of interest. Suggests the paper be sent to another, unbiased person for review.
