Recommended for publication in the 'Philosophical Transactions of the Royal Society', but hesitatingly. Refers to his previous report [RR/8/39], where he had also trouble coming to a conclusion regarding publication. The author's conclusions are covered well in the abstract published in the Proceedings, but this does not give the associated data. Considers the subject deserves fuller explanation and that the analysis should be published. If the paper is too long for the Philosophical Transactions, then a much shortened form should appear in the Proceedings.
