Description

The paper has been before the Committee of Papers, and the decision made not to publish in the Philosophical Transactions, with decision to publish in the Proceedings to be made. The second part of the paper did not discuss the advances made in recent years in Germany. The tone of the paper might be changed to be less personable, and some of the illustrations omitted.
