Not recommended for publication in the 'Philosophical Transactions of the Royal Society'. The method is too vague and the results too rough, with many doubtful points. The abstract published in the Proceedings gives a good character feel for the data and results. Given time the method may prove useful. Considers the author's use of the term 'time' to be too loose.
