Not recommended for publication in the 'Philosophical Transactions of the Royal Society'. The nature of the paper has been fully covered in the abstract already published in the Proceedings. Would be happy for the paper to be published in full in the Proceedings as an encouragement to the author, who can be expected to produce excellent work as his career progresses. Usually tries to keep personal opinion out of the referee process.
