Recommended for publication in the 'Philosophical Transactions of the Royal Society', with receommended modifications. Suggests a demonstration be provided of the 'sensibility' of the apparatus, otherwise the reader must rely on the judgement of the author and William Thomson, Lord Kelvin. If a demonstration is provided. this should be added to the paper for publication. If no demonstration is provided, the paper should be published in the Proceedings.
