Not recommended for publication in Philosophical Transactions.They have not succeeded in 'fully clearing up the nature of this action they set themselves to investigate'. The paper 'leaves it doubtful whether the authors have made two or three important discoveries or whether the phenomena they have observed are the results of familiar causes'.
