Description

Referee does not provide a definitive opinion regarding publication. States that 'no communication hithero entrusted to me for report by a scientific society has caused me such anxiety'. The paper contains 'much laborious and conscientious scientific work of considerable value', yet 'the descriptive part contains little real novelty and too many insufficiently characterized new genera of species of plants of unknown or altogether doubtful affinity'.
