Guggenheim refers to his hesitation to referee this paper due to its length. Concludes it is a well written discussion on a complicated subject, is written in the style of a thesis and therefore not suitable for publication by the Royal Society, it is unclear what parts of the theory the author claims is original, and contains details of experimental work which seem to be accurate and is sufficiently interesting to be published. Suggests if the opinion of another referee cannot be obtained, the author should be asked to submit section 4 of his paper for publication, as it contains an account of his own experiments.
