Recommended for publication in the Proceedings. Neuberger writes: 'The paper is, in the referees opinion, an important contribution. It is on the whole clearly written and well argued. However, it appears that it could be condensed in several places. A detailed criticism of the paper is enclosed on a separate sheet. It is suggested that these remarks may be submitted to the authors for their consideration.'
