Paper reference code: B49

Stiles has reported favourably on Richards paper, however remarks he does not have a 'deep acquaintance' with the subject matter. In his opinion the only Fellow capable of making a sound judgment on the paper is George Robert Sabine Snow, and if Snow's report is 'contrary' to Stiles, he would defer to Snow's opinion.
