Peierls informs that one of the authors, B H Flowers works at the Department of Mathematical Physics and saw the paper on his desk and knows Peierls is the referee. He therefore discussed his criticisms with Flowers, who agreed with him. Peierls suggests once the paper has been returned with comments from a second referee, he can look at the amendments and see if his criticism has been met.
