Sutton writes that the paper had previously been sent to him in November 1949 by the Executive Editor of the Quarterly Journal of Mechanics and Applied Mathematics and states that he is 'doubtful whether I should now act as a referee for the Royal Society in view of my previous experience with this paper.'

Written at the Military College of Science, Shrivenham, near Swindon, Wiltshire [England].
