Doesn't feel able to give a proper report on the paper, as the paper mainly deals with quantum mechanics and he has 'only a general acquaintance' with the subject. The opinion of a specialist should be sought. The author's presentation 'left something to be desired'. This could be improved by re-writing the paper.
