Recommended for publication in the 'Proceedings of the Royal Society of London'. Suggests a change of title to show that cotton and linen fibres are not covered in the paper. Discusses the drafting of cotton and linen fibres, and how this effects the author's equations. Suggests sending the paper to G A R Foster, who has some relevant unpublished mathematical work.

Appended letter from John Ronald Womersley, dated 6 July 1948. Encloses report. Finds the paper to be very important. Rcommends that G A R Foster should see the paper before publication. Endprsed on recto as received 9 July 1948.
