Recommended for publication in the 'Proceedings of the Royal Society of London', if amended. The appendices do not contain new principles, and have been condensed as far as possible. Suggests expanding the description of the apparatus and procedure, and the method of supporting the ends be explained with a diagram. Suggests reducing the size od some diagrams so they fit on a single page. Suggests defining the symbols used in Appendix 1.
