Recommended for publication in the Philosophical Transactions of the Royal Society, after revision. Much of the work has been described in a Bakerian Lecture by George Paget Thomson. Finds the style 'indecisive and somewhat diffuse'. Suggests presenting the experimental material first, with the discussion coming later. Provides detailed criticism of minor points.
