Recommended for publication in the 'Proceedings of the Royal Society of London', after pruning and reduction in length. Finds the style that of a thesis rather than a paper. Suggests adding an explanation as to why a full-proof has not been attempted.

Appended letter, from Thomas George Cowling, to Martin, dated 20 September 1948. Returns report, but is keeping the paper for a while longer to finish list of suggestions. If the second referee is favourable to publication, would like to send the list of suggestions direct to the author. Has re-read the paper since writing the report, and believes that a substantial rewrite of the paper is necessary. Endorsed on verso as received 21 September 1948.
