Recommended for publication in the 'Proceedings of the Royal Society of London'. The paper is original and of great interest. Is too long for the Proceedings, and an adequate abstract would be required for the Philosophical Transactions. The ideas have not yet been tested, but sees no reason why this would not be successful.
