Sectional committee: Mathematics

Recommended for publication in Proceedings.He is unable to check the mathematics parts of the paper, but he has confidence in Born's mathematics. Section one tried to explain the mathematics of the paper but it does so in an 'extremely unsatisfactory manner'. The authors should describe clearly what kind of interactions there are. Lists modifications that should be made.
