Description

Recommended for publication in the 'Philosophical Transactions of the Royal Society'. Refers to report by Balfour Stewart [RR/6/70]. Suggests a change to the title. Suggests the time zone used could have been different, but this is not of enough concern to return the paper for modification. Refers to work of Edward Sabine. If the author had been based in England it would have been suggests the paper be returned for modification, but as the author is in Bombay [Mumbai] this is not suggested.
