Not recommended for publication in the 'Philosophical Transactions of the Royal Society'. Of the three parts of the paper, the first part has already been published in the Proceedings, which explains all the essential points. The second part translates the first into mathematical language, and the third contains remarks and discussion. Refers to work by Thomson and Tail [?]. Does not consider the author to have taken various forces into account.
