Recommended for publication in Proceedings, after modification. He first read the paper when it was presented to the Royal Astronomical Society, where it was believed that the Proceedings of the Royal Society would be a better fit for the paper. The paper completely ignores previous work on the subject. The paper should be returned to the author and modified. It could potentially be published as a few smaller papers.
