Recommended for publication in Proceedings. The paper deals with the problem in an abstract and theoretical manner and he is unsure if applying such refined mathematics to exploring physical facts is actually useful. He has the impression that the author is competent and his results are reliable. The introduction gives no clear picture of the previous investigations in the subject. There is a deviation that should be explained.
