Recommended for publication in Proceedings. The paper should probably be published but he doesn't feel qualified enough to give an absolute opinion. The mathematical nature of the paper means it might be better published by the London Mathematical Society. He is not sure if the paper communicates anything new. It should be referred to someone else to pass opinion on.
