Recommended for publication in the Philosophical Transactions of the Royal Society, rather than the Proceedings, due to the large number of illustrations. If judges on the opical part, this might be published by the Physical Society, but as the paper also deals with crystals, and the application of the results, it should be published by the Royal Society. Suggests changing the wording of the summary to improve clarification. Refers to work of John William Strutt, 3rd Baron Rayleigh. Suggests giving further details of the apparatus used. Suggests some deletions in the footnotes.

Contains extra question - 'Is there any information contained in the paper which likely to be of value to the enemy?' Referee replies no.
