Returns the paper, which covers much the same ground as one by Frank Pasquill, currently in the process of publication in the Proceedings. Suggests returning the paper to the authors, to reconsider the extent to which they can contribute new material beyond that presented by Frank Pasquill. Has not completed the form, but has made some remarks for communication to the authors.

[Published in the 'Proceedings of the Royal Society of London' as 'Turbulence and diffusion in the lower atmosphere']
