His reasoning for suggesting omitting the second part of the paper are that the formulae used are not valid for the heights investigated, it does not add to the understanding of the physics of the atmosphere, does not provide useful expressions for wind evaluation at different heights, and does not come up to the standards of the first part of the paper, nor the standards expected for the Proceedings.
