If not amended, it might form a continuation of an earlier paper by the author and Gosse [?] in the Journal of the Institute of Electrical Engineers. Finds the form of the paper unsatisfactory. Suggests the implications of the paper require further elaboration. Refers to work of Meck [?].

Contains extra question - 'Is there any information contained in the paper which likely to be of value to the enemy?' Referee replies no.
