The paper was communicated by Eric Keightley Rideal, and sent to D Clayton at the National Physical Laboratory for comment. He cannot recommend unreservedly for publication in the 'Proceedings of the Royal Society of London'. Can only see one point of similarity between theory and experiment, and the simplicity of the theory is reached by serious assumptions. No mention is made of the further information regarding stick-slip which has come to light since his previous paper. The author should be asked to reconsider his presentation in view of the criticisms of D Clayton.
