Encloses the manuscript sent by Max Born, along with some notes. Finds the paper 'practically unreadable' and should be re-written. Has not checked the mathematics, but the physics is good. The arguments are not explained in physical terms. Refers to work by Gregory Hugh Wannier, Hendrik Anthony "Hans" Kramers and Lars Onsager.
