Finds the paper difficult to understand. Read the relevant sections of the recipient's book on Statistical mechanics, along with the references in the paper. Refers to work by Bethe, Kirkwood, Lassetter and Hove. Finds some of the references beyond his comprehension. Terms are not clearly explained and symbols are not defined. The paper was only understandable due to the enclosure of a letter from A Muller to Robertson, which explains it clearly, but still does not understand the 'mystical formulae' of the author. If an official opinion is required, suggests returning the paper to the author for re-writing. Nevill Francis Mott and Williams [?] are busy with war work, so cannot referee. Asks if he can send the paper to K Fuchs whoc is very familiar with the subject.
