Finds the remarks on the work of Harold Brewer Hartley to be 'an unfair representation of his very important contributions'; this should not hold up publication, but a brief reply from Harold Brewer Hartley or others, may be called for.

Contains extra question - 'Is there any information contained in the paper which likely to be of value to the enemy?' Referee replies no.
