Recommended for publication in the 'Proceedings of the Royal Society of London'. Finds it difficult to suggest shortening the paper without the necessity of re-writing it completely. The length of the paper would suggest it be for the Philosophical Transactions, but this has been crossed out. Suggests waiving the 24-page restriction for the Proceedings, unless the stock of Transactions paper could be tapped in this case.

Contains extra question - 'Is there any information contained in the paper which likely to be of value to the enemy?' Referee replies no.
