The paper was withheld as the similar paper by Geoffrey Ingram Taylor and Albert Edward Green was also withheld, with some sections previously covered in a paper by Albert Edward Green. As the author would not have been aware of the other papers, suggests printing the whole of the current paper, with a footnote drawing attention to the similar paper by Albert Edward Green.
