Sectional Committee: Engineering

Much of the work in the paper has been done already by Albert Edward Green, although the author would not have been able to see that paper as it was withheld till after the war in Proceedings C. The current paper contains enough new material to consitute a paper. Suggests treating the current paper in the same manner as Albert Edward Green's.
