Finds the paper awkward to deal with, coming as it does in two parts. 'The first is practically a restatement of all his published arguments up to date. It is not a little unreasonable and violent, but his isolation may be considered to be a part excuse. The second contains some experimental results of which some are certainly wrong; and his argument depends on them'. The Royal Institution has been looking at ways to deal with the situation. If the Royal Society is recommended to publish, 'the necessity for originality' should be waived. The accusations made in the paper should be modified, and his incorrect experimental statements not published. Returning the paper would take a long time and may be resented. Refers to a paper in Nature by Kathleen Yardley Lonsdale which is relevent to the work.
