Not recommended for publication in the 'Proceedings of the Royal Society of London' unless shortened. The paper expands on the author's earlier work, but does not present anything fundamentally new. Whilst the experimental work and conclusions should be published, 'there is nothing novel about either'.

Contains extra question - 'Is there any information contained in the paper which likely to be of value to the enemy?' Referee replies no.
