Recommended for publication in Proceedings. The lack of figure five is a 'regrettable defect' in the paper and it should be restored, if possible. He doesn't find anything of military interest to the enemy in the paper.

Letter (dated 17 April 1940) thanks the Royal Society for sending the missing figure five. It's restoration is satisfactory and the paper should be published without hesitation.
