Recommended for publication in Proceedings. All the paper needs is a 'little editorial treatment', but it is generally clear. The micro-photographs do not need to be published. The diagrams are essential, since the tables are not being printed. Some of the word choice should be edited.

Contains extra question - 'Is there any information contained in the paper which likely to be of value to the enemy?' Referee replies no.
