Sectional committee: Chemistry

There is no reason for suppressing the second paper, which should be communicated to Pye. Paper one is 'rather thin and even doubtful', but paper two is important and interesting. The papers should be passed. Apologises for keeping them so long, but wanted Sykes to see them.
