Description
The paper has been passed for confidential printing, but not publication. Of the two Government departments acting as censors, one believes the paper was clear to be published and the other regarded the paper as 'definitely of value to the enemy'. Publication will need to be withheld until after the war. He will receive one copy of his paper for use as a confidential document.
