Not recommended for publication in the 'Proceedings of the Royal Society of London'. Finds the calculations too crude to justify the elaborate algebra. Finds the notation difficult and misleading. If the general form of the results are correct, these could be published, but without the rest of the paper as it stands. Provides detailed criticism of the mathematics and methods of the paper. Refers to work of Hans Albrecht Bethe, to whose work the reference should be more specific.
