When the papers were sent out to Government Departments, which 'was the cause of much secrecy and excitement', lists were kept for tracking which papers had been sent to which Departments. The RAE has a cross through it, indicating that the papers were sent there. 'I recollect a scene of many offprints decorating the floor of the 'Publications' office'.
