Recommended for publication in the 'Proceedings of the Royal Society of London'. John Douglas Cockcroft states that the paper has been read carefully by Arthur Mannering Tyndall, and both consider it suitable for publication. Alfred Charles Glyn Egerton thinks it can pass for publication without referee. Richard Whiddington agrees to acceptance of the paper without referee.
