Recommended for publication in the 'Proceedings of the Royal Society of London'. Agrees with the second referee that the paper should be published as it stands. Refers to work of Humphreys, Swain, G F Mills and T F Ford. The experiments described are important, but there is no theoretical discussion.

Appended letter from Christopher Kelk Ingold, to John David Griffith Davies, dated 20 November 1939, states that the report covers all the main points adequately, and the paper might now be published. Endorsed on recto as received 21 November 1939.
